The guide includes a risk framework with three categories of AI use:
- Low Risk: No council-specific information (such as researching best practices or generating workshop ideas)
- Medium Risk: Non-sensitive council information (such as drafting reports or consultation documents)
- High Risk: Sensitive or personal information (such as HR documents or submitter details).
It also suggests policy settings for each of these categories.
